Our Tax Dollar Apportioned

I was fascinated to find this data last night. I have used the Numbers App to present it as we would have a class do. 

I have given the data in a table and a graph. For younger years we’d get the student to create the graph. For older years we could get them to find the information and represent it in a variety of ways to decide which had best impact. 

Then for the obvious question. Why don’t the numbers add to 100? How can we make the discrepancy smaller?
